Alliance basics

Unlocks at Sanctuary 5.
Alliance Hall level is required for several Sanctuary upgrades (from Sanctuary 7).
City Siege: level 1 cities from server day 5, only R4 and R5 declare.
Alliance Expedition: more than 10 members at Sanctuary 6, 3 attacks per day (one source).
