VIP is a separate 20 level track fed by VIP points. The first levels mostly speed up your economy, hero stats only start at VIP 10.
Short answer: VIP 5 for 11,000 points is the best stop for most players: +13% on all three resources, +15% build speed, +25% gear crafting and auto dispatch for Covert Operations. VIP 12 adds the first real combat stats. VIP 20 needs 50 million points.

How to get VIP points
Daily login (the streak raises the amount, 40 points on day 1 up to 200 on day 9), VIP point items from events and packs, and the Diamond Shop at 1 Diamond per point with a daily limit. VIP status itself runs on time and can be extended with Diamonds, for example 30 days for 10,000 Diamonds.¹
